I'm not sure of all prerequisites. I'm using CA Express OpsNav V4R5 at service 
level SF11112 on my lowest available PC and it displays the Network>IP Security 
node for V4R3 AS/400s and above. (I don't have current access to pre-V4R3.) 
Both CAX OpsNav and OS/400 would need to be at some minimum level, but I don't 
know the cut-off points.
