Amen Bob! I argued that repeatedly with senior management, but to little avail. We spent so much time, effort, and money, coming into "SOX Compliance" for things that were not financially related. This is a HUGE waste of money for publicly traded companies.
IMHO, of course. I know that if you stretch it back far enough, you could say that every piece of a business is ultimately financial, but that is really pushing self-justification... Again, IMHO.
BTW, since people were mentioning what change management software they used - we used Eden Software's Help Desk (and they have a change management system also) that runs on the Domino/Notes platform. They are now owned by Unicom, but if you use Domino/Notes for email, this is another viable solution.
