The problem with user-based applications is when you need to purchase additional seats. If you are running close to your user limit, you don't encourage additional users to come onboard. If you need one additional AP clerk, you have to buy additional seats for all the applications in your organization (COM, AR, GL, IFM, COM_Net, PCC, etc.). Because of this I have not installed applications that I have on the shelf. Adding 10-20 users to the system for PM&C or PC&C becomes extremely expensive, so I work on ways not to use these modules. I don't mind paying for what I use, but paying for COM seats when I am adding a payroll clerk is indeed a very expensive upgrade charge!
