I got it!

This was true, however, Gentoo is a little funny: they have a program
called Emerge that locates and installs Linux software for you.  I had
used that to install TN5250.  When I ran tn5250 -version I got the
correct version, but I reinstalled anyway so that I would know where I
was coming from.

As I posted, I did all this with no effect.  My network admin, who got
me onto Gentoo in the first place, pointed out that Emerge installs
programs in /usr/bin instead of /usr/loca/bin, so even after I
reinstalled it from source I as unknowningly running the previous (and
apparently flawed) version!  Once I deleted the old stuff from /usr/bin
it waorked like a charm: both underscores and Function keys are working
properly now.

Maybe we should post a note for Gentoo users on the website? 

Whew, I'm a much happier boy now!
