If you got the version that came with NetBeans, see:

"Apache Tomcat 6.0.18 is included in the "Java" and "All" download options
but it is not installed by default from either of these options. To install
Apache Tomcat from the Java or "All" download, launch the installer and
select Apache Tomcat 6.0.18 in the Customize Installation dialog box."
In the "is it plugged in and turned on?" category: Select Tomcat as the
server when creating the project or in project properties.
That's about it for me; these days I almost always use Glassfish ( when
I have a choice.. ). HTH,
