The QSYS2.SYSTABLES excludes both Multi-Format logical files, SQL INDEX, and program described files. TABLE_TYPE='P' will give PF which may have multiple members; 'T' will give SQL TABLE; 'M' for MQT -- 'A', 'L', and 'V' are presumably undesirable. Using that file avoids coding to the API to get the desired information. If the file is 'P' then the multiple members may still be an issue for an application; SYSPSTAT will find the member, but not efficiently.

The JDBC excludes some files for the same reason as SYSTABLES; i.e. when the file is not considered as having /relational/ capabilities, due to either being program described for multiple formats. In DSPFD of SYSTABLES, it is the inclusive test DBXREL='Y'
