For the archives, I will answer my own question...

Someone or something deleted the "/dev" directory on the IFS. Therefore the "/dev/null" file didn't exist.... hence, the reason the Java program failed to open it ;-)

After discussion with IBM, we found that we couldn't save and restore the file/dir from a "mirrored" (MIMIX) system because the SAV command wouldn't save this spectial type of object. IBM speculated that maybe an IPL would fix the problem. So, we took the opportunity to install the latest Java PTF group and IPLed the system. This solved the problem and restored the missing objects into "/dev". I'm not sure if the PTFs, the IPL, or a combination of both fixed the issue.
