From what I can see, I believe that there is a namespace missing. I believe that if you include

xmlns:SOAP-ENV="http://schemas.xmlsoap.org/soap/envelope/";

under the <SOAP-ENV:Envelope. That may help.

But... You may wish to consider using a JNI inteface to apache axis. Taken that Axis would have to be downloaded and installed. It would provide better portablity to other applications.
