Why not just subtract one?

Calendar c = new GregorianCalendar( year , month - 1 , day - 1);

Easily solved by putting the constants in a static array (with 0 as null),
then send the array element instead...

static int[] months = { null , Calendar.JANUARY , Calendar.FEBRUARY ,
Calendar.MARCH ,
                               Calendar.APRIL , Calendar.MAY , Calendar.JUNE
,
                               Calendar.JULY , Calendar.AUGUST ,
Calendar.SEPTEMBER ,
                               Calendar.OCTOBER , Calendar.NOVEMBER ,
Calendar.DECEMBER
                      };
...

Calendar c = new GregorianCalendar( year , months[ monthNumber ] , day );
