That describes my user profile pretty exactly (and I don't have *ALLOBJ
authority).  I don't get any errors when I run QSH.  Sorry, I know that
doesn't solve your problem but at least you know that it isn't what you
originally thought.

I trial-and-errored to determine the authority required to execute QSH
command.  I created a user profile with USRCLS(*PGMR) class, LMTCPB(*NO),
and all special authorities except *ALLOBJ, and QSH fails with MCH3601, as
