There is a terrific web server written in Java called VQServer. It's fast
and easy to use. It supports servlets and can be configured to run Java
Server Pages. It's also FREE.

It can be run without a  GUI and configured through a browser. I haven't
tried running it on the AS/400 but it works great on several other platforms
so I wouldn't be surprised if it would run on everyone's favorite midrange.
