Press F10 on that message to get the joblog details (or issue dspjoblog).
That will be key to figuring out what's the underlying error is.

I see those "Definition supplied multiple times for ..." messages too, so
those are benign.

Your authority looks good. The details of what's displayed in the joblog
will be key.

Cause . . . . . : The Service program LIBNOTES could not be created in
the
library QDOM120002.
Recovery . . . : Display the job log to determine why the Service
program
could not be created (DSPJOBLOG command). Correct the errors and try
the
request again.

I wonder if it was due to these later messages. Especially the
"Definition
not found" ones.
...
Definition supplied multiple times for symbol 'AllocObject'.
Definition supplied multiple times for symbol 'GetObjectClass'.
Definition not found for symbol 'SecondsSinceUnixEpoch'.
Definition not found for symbol 'SecondsSinceUnixEpoch'.

rstlib(QDOM120002)

dom1202fp5 is just a library I created to hold the save files associated
with both the FP5 and the IF1 stuff.

Can you do an F1 on the error message "Service program LIBNOTES not
created" and provide that output? I think this is going to be key to
understanding why the service program couldn't be created.

Did you have your Domino server(s) running version 12.0.2.x ended when
running UPDSRVPGM?

Also, did you happen to have the WRKDOMSVR command open when running
UPDSRVPGM? I always make sure I don't have any WRKDOMSVR commands open
when doing any upgrade work.

Most of the messages you have listed are ones I have seen as well with
the
UPDSRVPGM. The one that I haven't seen is this one:

Replaced constituent module TIMEINCR imports or exports differ from
module
object.

What level of authority does the user profile you're using have on the
system?

Perhaps I messed up by upgrading from 12.0.2FP4 to 12.0.2FP5 first?
