Can you do an F1 on the error message "Service program LIBNOTES not
created" and provide that output? I think this is going to be key to
understanding why the service program couldn't be created.

Did you have your Domino server(s) running version 12.0.2.x ended when
running UPDSRVPGM?

Also, did you happen to have the WRKDOMSVR command open when running
UPDSRVPGM? I always make sure I don't have any WRKDOMSVR commands open
when doing any upgrade work.

Most of the messages you have listed are ones I have seen as well with the
UPDSRVPGM. The one that I haven't seen is this one:

Replaced constituent module TIMEINCR imports or exports differ from module
object.

What level of authority does the user profile you're using have on the
system?
