I could not get CODE to run on my PC either until after I installed Service 
Pack #5. I can't remember what error I was getting, may have been the same as 
yours maybe different. But I would recommend that you install SP5 and see if 
that makes a difference.  Now as to finding the SP5 download page: good luck!  
IBM couldn't have done a better job at obscuring its location even if they had 
intentionally done so.

through so many hoops and dead ends to find it:

Good luck on getting CODE to work but it's definitely worth the installation 
woes. I have configured PDM to send my source to CODE instead of SEU when I use 
the edit and browse options, and intend to have it call IDEBUG instead of the 
AS/400 debugger as well.  I really don't think the learning curve is bad at all 
(the default profile mimics the SEU keystrokes which help in adoption, but can 
be changed to your preferences once you feel comfortable with doing that.
