Here is the suggestion I got. If it doesn't help, please call the IBM
Support and open a PMR.

1. Generate help.cfg file
    c:\wdt400\help\cfghtml.exe c:\wdt400

2. Remove product help first (for English)
    c:\IMNNQ_ xx\vahcfgw.exe remove /p va400 /f d:\IMNNQ_xx /l en_US
     xx = 98 or NT or 2K depending on the operating system, Windows 98,
Windows NT or Windows 2000.

3. Configure product help (for English)
    c:\IMNNQ_xx\vahcfgw.exe install /p va400 /w d:\wdt400\help /l en_US
