I am advised of a personal suggestion here: "The download problem is a general problem. I don't know how robust is the public ftp server (ftp.software.ibm.com). If network traffic is very heavy, we could feel very slow even in North America. My suggestion is that users could use third-party ftp programs (cuteftp or Bullet Proof ftp) or download programs(FlashGet or Reget) to download fixpacks. Those programs support resume download so even if packets are dropped in download session, they will automatically connect it again and resume download."
