I think it's a registry setting.  I set it using the latest version of TweakUI.  On the General tab there's a check box labelled "Prevent applications from stealing focus".  TweakUI came from the Microsoft web site somewhere - I didn't keep the URL.  I can email it if you can't find it.

How do you turn on and off this "Feature" in Windows 2000??  I have tried to find this setting so that the focus follows the active window, but have not been able to locate this setting.
