I've only come upon two causes for this.  First (and most common) is that
the 5250 session is stuck on a display other than the Server display - cos
I forgot to F3 out of a WRKACTJOB or whatever.  Second is if something else
that used the server did not complete (a compile that never came back for
example).  I don't know if a prompt in another window, or file open dialog
for that matter, would cause this to happen.  Most times I see "Host server
is busy" (even when it's not!)
