Cannot Prompt CL commands

Hello,

is there any particular reason that would cause me to get a dialog box that
says "Unable to access CL host prompting or help." when I press F4 on a CL
command in the code editor screen?
I already have a STRCODE session active when I try this and am not sure
where to turn next.
