In my opinion, if you are using the BPCS transfer software, then for the
other half to be missing, then either there is a bug in the software you are
using (is it modified?) or in what you are using to list the results.

We heavily use modifications and queries to list BPCS results.
We have problems with items getting into a facility with no cost in that
facility, not zero, but null = no data whatsoever in cost files for that
item.
Depending on how programs are written, and certainly with query/400, if you
match records between different files, and you need to see info on an entry
in a facility where some data for that entry is missing, such as its cost,
the result can be no appearance of that entry on the report or inquiry.

I would look into the possibility of inventory transactions ITH, for items
in a facility, where the cost CMF, or other essential identification info,
such as CIC, is missing, what I call null.
