This means that the library list for this submitted job does not contain the
BPCS libraries.

You can use a JOBD that includes the BPCS library list when you set up the
job in WRKJOBSCDE.

Or, you can change your calling CL program to set the library list, either
by using ADDLIBLE for each lib or by retrieving the INLIBL data area and
changing the library list accordingly.

You then also need to call the SYS664 program as Robert mentioned.
