We just went through the whole key issue.  We had a user based license but
we dropped maintenance a couple years ago. We upgraded our AS400 but then
could not get a key - kept getting temp keys.  Got  a lawyer involved -
bottom line - we had to reinstate a maint contract.  SSA will not issue a
key unless you have maint no matter what kind of license you have - tier or
user based.
