Tax Code defaults

Hi Folks,
We are on V6.1.01.
We are experiencing an issue with the Tax Code from the Ship-to Address
master not overriding the Customer Master when entering an order. Has anyone
had this issue?
BPCS F1 help on this field states that it will override the master record.
Any comments please. Thanks in advance Gord.
