I have a client that would like a program (preferably a bolt-on to BPCS) to 
take the BPCS 1099 information, allow the ability to manipulate the data, 
print the 1099's, and generate electronic media for the Government.

Does such a program (or parts of it) exist, or has everyone written their own?

These folks are on 6.02 MM moving before year end to 6.1.01 MM.  They also 
have no permanent IS staff.

Any suggestions are appreciated.
