Pick Confirm by header assumes that you wish to confirm the quantites as
they are. Pick Confirmation by line lets you change any quantites and not
drop lines thus allowing the system to backorder that line.

Pick Confirm by header would be used if you needed to confirm a large number
of orders without making changes.
