As an alternative to doing a cost roll in a cost set you consider frozen you
may want to roll the cost on the item in a different cost set and then
manually copy the item cost over into your frozen set.  We use this method
to preserve the integrity of our frozen cost set.  All of our rolls are done
in cost set 2 (standard cost set).
