There is an IBM APAR opened for this performance problem. It is related to 
the same APAR as reported in V4R3. There is an INFO APAR put together by the 
SSA and IBM Helplines called II11801. It lists all known PTFs/issues with 
BPCS/ADK at various OS/400 releases starting with V4R2 and going up. V4R4 
information is not added yet, but will be soon. 

The APARs listed for V4R3 also apply to V4R4, and do greatly affect 
performance of certain kinds of SQL statements used in BPCS. The bug is 
causing a table scan instead of the OS building a temporary index. I believe 
these are the APARs you should ask the IBM Helpline about for V4R4 to find 
out if PTFs are available yet for that release :

The following PTFs are recommended for problems reported with
the most recent V4R3 CUM and with performance.
 APAR SA80814 = 'Test' PTF SF56301 (V4R3)
 APAR SA80941 = 'Test' PTF SF55623 (V4R3)

The problem occurs on any version 6.x BPCS release and starts at a particular 
cumulative level of V4R2, is carried into V4R3 and V4R4. Read II11801 for 
full details.
