Another thing to note on the subject of running BPCS jobs outside of BPCS: 

If you look in OGS Online, there is a Frequently Asked Question entry that
tells you of a security program to call that sets up the data area in BPCS
when you are submitting a job to batch. You will have to build a little CL to
call this SYS program first, and then your batch job. Then submit your CL
rather that the BPCS program directly. 
Here is the entry I am referencing:

    Program:
    MR#:0
    Log Date:05-22-97
    Logged By:TICKNEC
    Incident #:429899- 1 
    OGS

    Has nightly jobs that run in batch and they all call sys664.  What is this
    program?
     SYS664 is a BPCS security program that sets up a user's LDA(local data
area) with information that allows programs to be run outside the BPCS
environment.  Without this program you will get a validation error.
