7.4 and above sysfiles has the based_on_files as json. 7.3 and earlier did
not have it at all. They just had NUMBER_BASED_ON_FILES

The QADB* cross-reference files are often restricted - I know I can't do
anything with them. The SYS* views are based on them, but those views have
authority given by IBM.

I'm going to look at Brad's tool - meanwhile, DSPFD is easy and clean
enough, for now, methinks.
