You could also check WRKFCNUSG. Check both for QIBM_NAV* and QIBM_QINAV*.

Are you, by chance, using any H/A software? If so, what package and what
version? I know of one which states the following in their list of fixes:
Function usages are now correctly preserved for the profile on the target
system when a CHGUSRPRF is done on the same user profile on the source
system.
This one was a major PITA with BRMS and it's bazillion WRKFCNUSG entries.
