The ROW_NUMBER function is only supported by the SQL Query Engine. On V5R4, usage of the UPPER function prevents the SQL Query Engine (SQE) from being used. The UPPER restriction was removed with the 6.1 release, so one fix is upgrading to the 6.1 or 7.1 releases.
