Or none of those.  I would bet that the CCSID on the original file was 65535.
When you re-created the file, it was created with a different CCSID. Use DSPFD
on the original and newly created file and tell us what the CCSID is on each of
them.  We had this same problem when we first started using VARPG.  We switched
the CCSID to 37 and have not had any problems since.
