There should be a book that gives you the steps with a new
AS/400.  I seem to recall seeing one at my last company, anyway,
when they had an AS/400.

I, too, am not too familiar with AS/400s this early in the game.

It sounds to me like they installed the base operating system, but did
not install any of the "extra" stuff.  Sounds like your next step would
be GO LICPGM.  And take a 1 from there.  But his is just a guess.
I don't think there is anyway it could hurt, though, and is what I would
do (right or wrong).
