If as I suspect everything but interactive and spool are running in *BASE
then you’ve found your root cause.

My guess based on your post is they forklifted the system from the V5R4
system on top of the new box and did not retune the system for two version
changes and three release changes.

There are quite a few things to look at to bring it up to current
standards.
