Basically all a small shop can do is to change their external DNS entry to
point to the IP of their backup provider.

Assuming a simple setup with a firewall that supports two WAN connections,
the only other thing I've had to do is unplug the primary WAN from the
firewall so that the firewall knows it's down. Otherwise, it keeps trying
to send data out the primary since the firewall can only tell that the
connection to the modem is good. It can't tell that the connection out of
the modem is down.

System does have 2 ethernet ports. V7R1

This could be a manual turn off/on equipment or ??

They just had a 24 hr outage from existing provider.
