The internal search function is temporarily non-functional. The current search engine is no longer viable and we are researching alternatives.
As a stop gap measure, we are using Google's custom search engine service.

I may be asking the wrong question. My web page is already sending a
request to, and receiving data from, the Apache server on the iSeries
machine. I am understanding that part of the equation, at least at a
novice level.
My guess is that the solution is a lot easier than I am making it; at
least that has been my experience so far. It would seem reasonable that
the Apache server, if asked properly, would be able and willing to pass
along a request to my development library to invoke an SQLRPGLE program.
Security shouldn't be an issue; if I have the security for 5250 access
then I should have access for web access to that same data, too?

What you want is an Ajax call, which is a commonly used technique.
There are tons of online sources, books, and my Ajax Programming
course (<plug>http://www.mantatech.com/manta/EBUS08.htm</plug).
