The internal search function is temporarily non-functional. The current search engine is no longer viable and we are researching alternatives.

Do both!
Zend Framework is a tool.
Websmart PHP is a tool.
Each has it's advantages.
15 years ago many of us were scratching around with rpg-cgi web programs,
either from the redbooks or Easy400 tools, and then Websmart ILE (and
others).
It's one thing to learn the basics in the raw code, and another to use tools
to take the shortcuts and prototypes many businesses need to get projects
done within time constraints.
Knowing the fundamentals of the whole process helps in designing well
running apps, but when it came to building a complex set of apps within a
budget, then tools like Websmart can be an advantage. But do it with yours
eyes open. Look at the methadology of each tool, the tie ins with other
products, any limitations (and since most if not all tools allow exit to
other code, there should be no true limits other than IBM's implementation),
and the training requirements.
