How to set page encoding to UTF-8 -- WEB400

Dear All,

I am sending information to the browser using qtmhwrstout. If I select
"View Page Info" on the page in Firefox, I see that the page's encoding
is: windows-1252

How can I change this so that the page's encoding becomes UTF-8?
