Wait... you can write it in PHP and it's okay?? So what if it was in PHP on
the i? Is that wrong? At that point, then why can't it be RPG?

You can't work around a firewall otherwise it wouldn't be much of a
firewall. I think you'll either have to convince them to change the policy
or find out what they will allow to talk to the web service and work out a
way to talk to that instead. I think we have a similar situation where we
have to use a windows .net application to interface with an SMSC. That
interfaces on the back end via http to apache and our RPG based app.
