Maybe we should define scalability. Here is what wikipedia has to

Based on that definition it would seem that IBM i style CGI
programming would scale quite well because if a subsequent request
comes in while the previous is still processing, then another IBM i
job will be created to facilitate that request. The number of jobs is
configurable via the httpd.conf. Not only that, but that same job AND
program can subsequently be reused without having to start a new job
or activate/load that program again. This would seem to make IBM i
style CGI quite scalable.

But that is only part of the picture because you could run into
hardware limitations, so then the question would be how easy is it to
upgrade the hardware (which is where I am not well versed). I believe
this is where being able to "add a blade" comes in handy, or being
able to turn on additional processors with incredible ease. This
part of scalability is obviously language independent.

I don't have as much understanding of J2EE internals to know how it scales.
