I would agree that's probably what he meant.

CGIDEV2 is certainly capable of building any site you can imagine, but working at that level requires a very DIY attitude. It generally takes more effort to get good results than going up the food chain and working with a framework that abstracts away some of the complexity. As we've seen on this list, there are several available that leverage RPG skills.

if a page created in PHP that accesses a server database is a
dynamic page. If so, then a page created with CGIDEV2 should

Thanks,I am presuming he is referring to the limitations of creating a site with CGIDEV2. Although I have read that there are some, I do not know enough to easily see why. Do you have an example?
