I don't know that you are missing anything. Ask the developer
if a page created in PHP that accesses a server database is a
dynamic page. If so, then a page created with CGIDEV2 should
be considered dynamic.

Thanks,I am presuming he is referring to the limitations of creating a site with CGIDEV2. Although I have read that there are some, I do not know enough to easily see why. Do you have an example?
