Well, CPU power on PC's is cheap plus until recently CPU's got faster if you just waited a bit (now they just get more cores). Additionally the rest of the machines usually could not keep up to the cpu, so the usage tended to be less important, as long as it had power enough to be able to handle peaks.

I think the Cloud computing moniker is going to change that. The computers in a company cloud might naturally be the servers, but all the personal computers may as well provide unused CPU power to the cloud and that will change peoples perception of what is acceptable.
