Well, CPU power on PC's is cheap plus until recently CPU's got faster if you just waited a bit (now they just get more cores). Additionally the rest of the machines usually could not keep up to the cpu, so the usage tended to be less important, as long as it had power enough to be able to handle peaks.
It makes me wonder how long before social consciousness is aroused to the point where we start relying more on intelligent software, and less on commodity hardware, to run servers at 60-90% and still provide good response to users?
