I found Firefox>Tools>Options>Advanced>Network>Settings to configure a proxy. It turned out that my version of Fiddler uses port 8888 instead of 8080, but I finally figured that out.

With proper use of caching you can actually eliminate the request for
the cached data totally. We've gotten to the point that movement between
pages is a single browser request even though there are several .css,
.js and image includes on the page.

Some of my HTML pages may reference 8+ static files (.js, .css, .jpg, etc.). With Fiddler, I see that Firefox isn't repeatedly requesting cached files, but Internet Explorer is. I mentioned before that only headers are exchanged, but is there a way to make IE stop repeating requests for cached files?
