The internal search function is temporarily non-functional. The current search engine is no longer viable and we are researching alternatives.
As a stop gap measure, we are using Google's custom search engine service.

Check the settings under Tools>Internet Options, General tab,  
Temporary Internet files group, click Settings. Set "Check for newer  
versions of stored pages" appropriately. I suspect you have "Every  
visit to the page checked". "Automatically" should do what you want   
instead.
