Upon restarting the subsystem I notice:

and after almost 20 minutes the browser shows server1 running and 
was5portal stopped.

Server1 job has:
Server starting with user profile QEJBSVR and JDK 1.3.1.
WebSphere application server server1 ready. 
(Took just over 4 minutes between the two messages.)

was5portal job has:
Server starting with user profile QEJBSVR and JDK 1.3.1.
Job 547746/QEJBSVR/ENDMQCSV started.
...
Job 509847/QUSER/QSQSRVR used for SQL server mode processing.
...
Job 547869/QUSER/QSQSRVR used for SQL server mode processing.
WebSphere application server WAS5Portal ready. 
(Took 20 minutes for that last message to appear!)
Now the browser finally shows it as running.
