Jim, Do you have *IOSYSCFG special authority? I believe you need that and *ALLOBJ to create and manage HTTP servers through the GUI. If you're going to use SSL, you'll also need *SECADM to use the certificate manager. I don't remember exactly where it's at in the documentation but there's a topic that describes the needed authorities.
