Or if that doesn't work for some reason, you can give the path to the 
IEXPLORE.EXE executable, then the URL.

The command is:

 STRPCCMD   PCCMD(TheFileName)

The file name has to be associated with a registered program but .html 
files are registered with your browser by default so you shouldn't have to 
worry about that part.
