If there aren't too many options, I'd go for the icon approach. There are
generally acceptable icons these days, like the X for delete, Pencil or
Property Page for Edit, Envelope for e-mail object, etc. If there are many
more you could add a ... for more options, or move to the popup approach you
mention. I find the popup cool, but not many people know the interface, so
if it's a defined group of people you can train, great; if it's a large
population (all parents for example) then I'd shy away from that.

Ok.  Use shading judiciously for grouping elements.

In addition to inquiry, a maintenance program needs to assist with the
addition, modification, and deletion of records.  Are there any
recommendations in that regard?

One design pattern might be using an "option" dropdown box or input box next
to the records in question.  Another idea is displaying a popup menu as the
mouse hovers over the record in question.  Another is to place a checkbox
next to each record in the list, then triggering a <submit> based on one
additional keyboard or mouse-click event.

Any opinions?
