When I created the "Hello" CGI, it works fine with the bound Service
Program. I then created another CGI that will read and display my item
master file. I bound the service program the same way as the "Hello". The
Hello program still works, but I get that message when I run the new CGI
Program.

Didn't you create your CGI with CRTPGM PGM(xxx) BNDSRVPGM(QHTTPSVR/QZHBCGI)?
